Patricia L. Martin, P.E., President and Founder
A certified woman-owned business owner, Ms. Martin earned her Bachelors Degree in Civil Engineering in 1988 while attending the University of Maryland in College Park, Maryland. In 2002, she became a Maryland Licensed Professional Engineer with a strong desire of starting her own company. She has worked in the civil engineering and heavy highway contracting business in the Maryland, Delaware, District of Columbia, and Northern Virginia region for over 30 years. Her most notable projects for The State of Maryland include: the Intercounty Connector and the I-95 Express Toll Lanes. Ms. Martin served on the American Council of Engineering Companies (ACEC) Construction Services and Small Business Subcommittees and the Maryland State Highway Administration Partnering Subcommittee. She is an Associate Member of the American Society of Civil Engineers (ASCE), a member of American Association of Highway Engineers (ASHE) and the Project Management Institute (PMI). Ms. Martin is certified by the Transportation Construction Management Institute at Virgina Polytechnic Institute and State University.
Kim Lynch, Vice President
Kim Lynch joined IT in 2010 with extensive business management experience working for a large commercial electrical contractor. She began her career at IT managing the accounting and payroll department, but quickly took the initiative to expand her role within the company. Her business savvy and insight has been instrumental in forming the innerworkings of the business that now generates over $2 Million annually. Over the years, Kim has been a part of almost every aspect of the business, from improving our proposal, billing and project management processes to helping to develop and expand the company’s internal network to meet the demands of a growing mobile workforce. Promoted to Vice President in 2017, Kim manages the entirety of IT’s business operations and continues to be an invaluable part of our growth and success.
CONSTRUCTION MANAGEMENT SPECIALISTS
David J. Kraig, P.E. - Constructability Division Manager (Retired May 2020)
After 13 great years with IT, Dave is enjoying retirement spending more time with his family! Congratulations Dave! You are missed! Dave Kraig joined IT in 2007 and lead the company’s constructability review and value engineering efforts. Dave also managed many CPM Scheduling projects including design schedules, conceptual construction schedules and construction review schedules, which sometimes involved construction claims mitigation and analysis. He received his Bachelor of Science Degree in Civil Engineering Technology at Southeastern Massachusetts/University of Massachusetts at Dartmouth in 1977. He has been a Project Manager and Superintendent with over 40 years experience in heavy highway construction. His primary areas of expertise were Interstate highway & bridge construction, subway construction, dam and tunnel construction, power plant construction, as well as related structure and utility work. He has served as an expert witness and is familiar with legal support matters involving depositions.
Michael Lieberman, P.E. - Construction Manager
Mike joined IT in 2019 as a Construction Manager with over 24 years of professional experience. He received his Bachelor of Science in Civil Engineering, focusing on Structural Engineering from Washington University in St. Louis, Missouri. Mike is a licensed Professional Engineer in Maryland and Virginia and has extensive construction contracting experience in the mid-Atlantic region. He has been a Construction Manager, Project Manager and Utility Coordinator with over eighteen years of construction experience, including many high-profile projects in the mid-Atlantic region. His early professional experience included serving as Special Assistant to the Office of Legislative Affairs facilitating communications between Members of Congress and astronauts. He also served as Executive Assistant to the Administrator for NASA. His areas of engineering expertise include bridge and highway construction, utility construction and coordination, Intelligent Transportation Systems (ITS) construction and integration, and historic structure preservation. Mike provides all phases of construction management services including constructability review, CPM schedule and claims review and analysis, cost estimating, value engineering and other engineering support services.
Heather VanZandt, E.I.T. - Construction Engineer
Heather joined IT in 2016 as a Construction Engineer. Heather oversees our CPM Scheduling Division, providing CPM analysis for a number of projects. Heather also provides critical support for numerous tasks for cost estimating, constructability review and claims analyses. Prior to joining IT, Heather worked as a senior project engineer for nine years on heavy highway construction projects in Virginia, her largest being the Telegraph Road Interchange project in excess of $250 Million where she managed project costs, CPM Scheduling, change orders, and all jobsite related project management. She received her Bachelor of Science Degree in Civil Engineering at Syracuse University in 2002.
Michael R. Aretz, E.I.T. - Construction Engineer
Mike joined IT in April of 2020 as a Construction Engineer with over 30 years of heavy civil and highway construction experience. Mike is a degreed civil engineer and holds an MBA as well. Mike has a wealth of experience as a manager, engineer, and estimator focusing on diverse projects such as heavy marine, deep foundation, underground utility, airport, substation, mass excavation, industrial, bridge and highway construction. Mike has worked for diverse owners such as USAC, DOD, Amtrak, DC Water, WSSC, WMATA, NPS, MD Counties, and State DOTs. Mike provides critical support for estimating, scheduling, claims, constructability, and other issues as needed.
Brian Zimmerman - Assistant Construction Engineer
Brian joined IT’s Construction Inspection Division in 2014 and possesses over 25 years of construction and engineering experience. His construction experience began as a heavy equipment operator installing utilities and performing earthwork grading and excavation. Brian gained hands-on construction contracting experience in earthwork, grading for roadways, parking lots, and other commercial site works before moving into a consulting role, providing construction inspection on projects for the state of Maryland. In 2017, Brian was selected and assigned as a Utility Relocation Specialist in District 2 for the Maryland State Highway Administration. This year, Brian has been promoted to Assistant Construction Engineer in IT’s Construction Management Division where he supports IT’s Cost Estimating, CPM Scheduling and other Construction Management efforts.
Hailu Soreta - Construction Inspection Division Manager
Hailu joined IT in 2016 as a Senior Construction Inspector and quickly rose to accept a leadership role in the company in 2018. Hailu received his Masters of Science degree in Civil Engineering in 1987 from Bauhaus University Weimar, Germany. In 1998, he founded and operated a general contracting business employing up to 50 employees performing government construction contracts in Addis Ababa, Ethiopia. Hailu managed large competitively bid construction projects including commercial building complexes, residential, industrial and a variety of heavy civil infrastructure projects. In 2005, he came to the United States and worked for six years as a carpenter and rose to journeyman status in Bellevue, WA. In 2011, he traveled to the East Coast and began his highway construction inspection career starting on the I-95 /MD 24 Interchange project. For eight years Hailu gained broad inspection experience in MDOT, Baltimore City DPW, VDOT and WMATA. With over 30 years of hands-on construction, engineering and inspection experience, Hailu will bolster our construction management team to manage and continually improve our Construction Inspection Division. His extensive engineering, construction contracting and management experience will be tapped to assist on other construction management tasks including constructability, cost estimating, scheduling, claims and other critical tasks as needed.

Rhonda Parker - Office/Billing Manager
Rhonda Parker joined the IT family in 2012. Coming from the wireless communication sector, she brings numerous years of valuable client and project management experience to the team.
From managing administrative staff and accounting to billing and contract management, Rhonda plays an integral role in keeping the business running smoothly and efficiently.

Keren Siders - HR/Payroll Administrator
Keren Siders joined IT in 2019 as a Human Resources professional. Keren brings over 15 years of administrative experience in Office Management, Human Resources, and Accounting. She manages and oversees the administration of HR policies and procedures; employee benefits; compensation and payroll. Along with a passion for organization, multi-tasking, and keeping our employees happy- she is also a mom to three teenagers, identical twin girls and a son!
