Patricia L. Martin, P.E., President and Founder

A certified woman-owned business owner, Ms. Martin earned her Bachelors Degree in Civil Engineering in 1988 while attending the University of Maryland in College Park, Maryland. In 2002, she became a Maryland Licensed Professional Engineer with a strong desire of starting her own company. She has worked in the civil engineering and heavy highway contracting business in the Maryland, Delaware, District of Columbia, and Northern Virginia region for over 30 years. Her most notable projects for The State of Maryland include: the Intercounty Connector and the I-95 Express Toll Lanes. Ms. Martin served on the American Council of Engineering Companies (ACEC) Construction Services and Small Business Subcommittees and the Maryland State Highway Administration Partnering Subcommittee. She is an Associate Member of the American Society of Civil Engineers (ASCE), a member of American Association of Highway Engineers (ASHE) and the Project Management Institute (PMI). Ms. Martin is certified by the Transportation Construction Management Institute at Virgina Polytechnic Institute and State University.

 

CONSTRUCTION INSPECTION DIVISION

Bob joins IT as the Construction Inspection Division Manager with over 30 years of construction experience in Maryland.  His past experience with the Maryland State Highway Administration (MDOT-SHA) and The Maryland Transportation Authority (MDTA) is invaluable for navigating the policies and procedures required for managing the firms Construction Inspection Division.  Bob’s Construction experience extends to administration of multi-million dollar highway, tunnel, facilities and bridge construction contracts for both traditional design-bid-build projects as well as design-build project delivery for projects.  He is already a great contributing member of our core services Construction Management Team for CPM Scheduling, Claims Analysis and Constructability Review services.  Bob’s excellent reputation has forged many relationships with clients and agencies across the state.  His rapport and communication skills will be key factors in growing our Construction Inspection Division in the region.

CONSTRUCTION MANAGEMENT SPECIALISTS
Michael Lieberman, P.E. - Director, Project Management

Mike joined IT in 2019 as a Construction Manager with over 24 years of professional experience.  He received his Bachelor of Science in Civil Engineering, focusing on Structural Engineering from Washington University in St. Louis, Missouri.  Mike is a licensed Professional Engineer in Maryland and Virginia and has extensive construction contracting experience in the mid-Atlantic region. He has been a Construction Manager, Project Manager and Utility Coordinator with over eighteen years of construction experience, including many high-profile projects in the mid-Atlantic region.  His early professional experience included serving as Special Assistant to the Office of Legislative Affairs facilitating communications between Members of Congress and astronauts. He also served as Executive Assistant to the Administrator for NASA.  His areas of engineering expertise include bridge and highway construction, utility construction and coordination, Intelligent Transportation Systems (ITS) construction and integration, and historic structure preservation.  Mike provides all phases of construction management services including constructability review, CPM schedule and claims review and analysis, cost estimating, value engineering and other engineering support services.

Patrick Crowe Jr.  - Construction Manager

Patrick joined IT in 2021 as a Construction Manager with over 35 years of experience in Heavy Civil construction field.  Patrick holds a Bachelor of Science in Civil Engineer from the University of Maryland and a Master of Science in Computer Science from Loyola University.  Patrick brings his expertise with foundations, marine work, temporary support of excavation and Heavy Highway construction to expand IT’s construction and estimating knowledge.  Additionally, Patrick holds several copyrights on engineering specific software and is a member of numerous engineering societies, including previously being a board member of the Maryland Highway Contractors Association. 

Heather VanZandt, E.I.T.  - Construction Engineer

Heather joined IT in 2016 as a Construction Engineer.  Heather oversees our CPM Scheduling Division, providing CPM analysis for a number of projects.  Heather also provides critical support for numerous tasks for cost estimating, constructability review and claims analyses.  Prior to joining IT, Heather worked as a senior project engineer for nine years on heavy highway construction projects in Virginia, her largest being the Telegraph Road Interchange project in excess of $250 Million where she managed project costs, CPM Scheduling, change orders, and all jobsite related project management. She received her Bachelor of Science Degree in Civil Engineering at Syracuse University in 2002.

Michael "Ray"Aretz, E.I.T.  - Construction Engineer / Cost Estimator

Mike joined IT in April of 2020 as a Construction Engineer with over 30 years of heavy civil and highway construction experience.  Mike is a degreed civil engineer and holds an MBA as well.  Mike has a wealth of experience as a manager, engineer, and estimator focusing on diverse projects such as heavy marine, deep foundation, underground utility, airport, substation, mass excavation, industrial, bridge and highway construction.  Mike has worked for diverse owners such as USAC, DOD, Amtrak, DC Water, WSSC, WMATA, NPS, MD Counties, and State DOTs.  Mike provides critical support for estimating, scheduling, claims, constructability, and other issues as needed.

Cathy Claveria - Construction Engineer

Cathy joined IT in March 2020 as a Senior Construction Inspector and worked on projects on site in District 3 for the Maryland State Highway Administration (SHA). In addition to four years of construction inspection experience with SHA, Cathy is a licensed Civil Engineer in her native Philippines, where she has over 25 years of experience on government infrastructure projects.  When an opportunity knocked in October of 2020, Cathy transitioned to work in IT’s Construction Management Division assisting with cost estimating and other tasks. She currently works on multiple tasks performing quantity take off as well as development of resource libraries for all of IT’s cost estimating databases.

BUSINESS OPERATIONS
Chris Kamphaus - Director of Business Operations

Chris Kamphaus joined IT in 2021 with a seasoned background in corporate accounting and finance. He earned two degrees from Rhodes College, a Bachelor of Arts in Economics & Business Administration in 2007 as well as an MSA in Accounting in 2008. Chris holds a critical leadership position at IT as the Director of Business Operations. He is responsible for streamlining all office operations: including payroll, human resources, billing, accounts payable, as well as audit and corporate oversight. Chris will be instrumental to the organization’s aspirations of modernization and growth. Additionally, Chris participates in executive functions, assisting the engineering and marketing departments with proposals and financial project management. Chris has two young daughters and enjoys spending family time outdoors or biking trails with his Vizsla, Riley.  He also played college golf and has a fascination with the Tour de France! 

Rhonda Parker - Billing Manager

Rhonda joined IT in 2012. Coming from the wireless communication sector, she brings numerous years of valuable client and project management experience to the team. 

After mastering the company’s administrative and payroll processes, Rhonda moved into contract administration and now serves as the Billing Manager, preparing numerous monthly invoices for government contracts. Rhonda also manages contract funding levels to ensure continuity in operations and handles all reallocation and funding transfers as needed.  Rhonda plays an integral role in keeping the business running smoothly and tracking revenue.

Nick Williams - Senior Data Manager

Nick joins IT as the Senior Data Manager.  Mr. Williams earned his Master's Degree in Information Management (MIM) in 2016 from the University of Maryland in College Park, Maryland. Having worked in the Federal/DoD contracting industry since 2016, he joins the team with experience managing federal grant and regulatory systems, developing process flow for streamlined information collection and reporting initiatives, and acting as the primary Data Manager for data collection on multi-site collaborations and Public/Private partnerships. Some notable projects include managing Customer Relationship Management systems, maintaining data repositories and information systems, and migrating existing static information repositories to the cloud. As Senior Data Manager, Nick provides critical support for all internal data processes and oversees the current data migration and cloud implementation, advancing IT's Business Development and Administration infrastructure.

Luz Vega - Payroll & HR Administrator

Luz Vega joined IT in 2021, bringing over a decade of construction and administration experience in the heavy civil and transportation engineering industry.  She received her Bachelor of Science degree in Business Administration from the University of Maryland University College in 2016.  She manages and oversees the administration of compensation and payroll, HR policies and procedures, and employee benefits.   She is a detail-oriented and forward-thinking professional who will be looking to not only maintain IT’s success, but also help take IT to the next level in streamlining and modernizing our administrative operations. Her positive attitude and willingness to take on challenges will be critical in attaining our company mission towards betterment and growth. In her personal life outside of IT, Luz has 2 children, 2 cats, and loves to read. A fun fact about Luz is that she enjoys working on building 3D metal puzzles!
