PRESIDENT
Patricia L. Martin, P.E., President and Founder
A certified woman-owned business owner, Ms. Martin earned her Bachelors Degree in Civil Engineering in 1988 while attending the University of Maryland in College Park, Maryland. In 2002, she became a Maryland Licensed Professional Engineer with a strong desire of starting her own company. She has worked in the civil engineering and heavy highway contracting business in the Maryland, Delaware, District of Columbia, and Northern Virginia region for over 30 years. Her most notable projects for The State of Maryland include: the Intercounty Connector and the I-95 Express Toll Lanes. Ms. Martin served on the American Council of Engineering Companies (ACEC) Construction Services and Small Business Subcommittees and the Maryland State Highway Administration Partnering Subcommittee. She is an Associate Member of the American Society of Civil Engineers (ASCE), a member of American Association of Highway Engineers (ASHE) and the Project Management Institute (PMI). Ms. Martin is certified by the Transportation Construction Management Institute at Virgina Polytechnic Institute and State University.
CONSTRUCTION INSPECTION DIVISION
Bob Ziemski, Director, Construction Management and Inspection
Bob joins IT as the Construction Inspection Division Manager with over 30 years of construction experience in Maryland. His past experience with the Maryland State Highway Administration (MDOT-SHA) and The Maryland Transportation Authority (MDTA) is invaluable for navigating the policies and procedures required for managing the firms Construction Inspection Division. Bob’s Construction experience extends to administration of multi-million dollar highway, tunnel, facilities and bridge construction contracts for both traditional design-bid-build projects as well as design-build project delivery for projects. He is already a great contributing member of our core services Construction Management Team for CPM Scheduling, Claims Analysis and Constructability Review services. Bob’s excellent reputation has forged many relationships with clients and agencies across the state. His rapport and communication skills will be key factors in growing our Construction Inspection Division in the region.
CONSTRUCTION MANAGEMENT
Michael Lieberman, P.E. - Director, Project Management
Mike joined IT in 2019 as a Construction Manager with over 24 years of professional experience. He received his Bachelor of Science in Civil Engineering, focusing on Structural Engineering from Washington University in St. Louis, Missouri. Mike is a licensed Professional Engineer in Maryland and Virginia and has extensive construction contracting experience in the mid-Atlantic region. He has been a Construction Manager, Project Manager and Utility Coordinator with over eighteen years of construction experience, including many high-profile projects in the mid-Atlantic region. His early professional experience included serving as Special Assistant to the Office of Legislative Affairs facilitating communications between Members of Congress and astronauts. He also served as Executive Assistant to the Administrator for NASA. His areas of engineering expertise include bridge and highway construction, utility construction and coordination, Intelligent Transportation Systems (ITS) construction and integration, and historic structure preservation. Mike provides all phases of construction management services including constructability review, CPM schedule and claims review and analysis, cost estimating, value engineering and other engineering support services.
Michael "Ray"Aretz, E.I.T. - Construction Manager
Mike joined IT in April of 2020 as a Construction Engineer with over 30 years of heavy civil and highway construction experience. Mike is a degreed civil engineer and holds an MBA as well. Mike has a wealth of experience as a manager, engineer, and estimator focusing on diverse projects such as heavy marine, deep foundation, underground utility, airport, substation, mass excavation, industrial, bridge and highway construction. Mike has worked for diverse owners such as USAC, DOD, Amtrak, DC Water, WSSC, WMATA, NPS, MD Counties, and State DOTs. Mike provides critical support for estimating, scheduling, claims, constructability, and other issues as needed.
Heather VanZandt, E.I.T. - Construction Manager
Heather joined IT in 2016 as a Construction Engineer. Heather oversees our CPM Scheduling Division, providing CPM analysis for a number of projects. Heather also provides critical support for numerous tasks for cost estimating, constructability review and claims analyses. Prior to joining IT, Heather worked as a senior project engineer for nine years on heavy highway construction projects in Virginia, her largest being the Telegraph Road Interchange project in excess of $250 Million where she managed project costs, CPM Scheduling, change orders, and all jobsite related project management. She received her Bachelor of Science Degree in Civil Engineering at Syracuse University in 2002.
Richard Hefter, E.I.T. - Construction Manager
Rich joined IT in 2022 as a Construction Manager with over 18 years of construction experience. He received his Bachelor of Science in Civil Engineering and Bachelor of Science in Psychology from Virginia Tech in Blacksburg, Virginia in 2005. Rich is an Engineer in Training and has extensive construction contracting experience in the greater Mid-Atlantic region. He has been a Project Executive, Operations Manager, and Project Manager with over sixteen years of construction experience. Skilled in Construction, Contracts Administration (including Subcontracts), Project Controls (Construction Management, Change Management) as well as various other aspects of Project Delivery including Contract Negotiation, Planning & Scheduling Control; Quality Assurance/Civil Engineering Coordination across a wide variety of project types through the design, implementation and close-out phases. A strong business development professional that enjoys working across functional disciplines to meet and exceed client’s needs. Rich provides all phases of construction management services including constructability review, CPM scheduling, claims review and analysis, cost estimating, value engineering and other engineering support services.
BUSINESS OPERATIONS
Chris Kamphaus - Director of Business Operations
Chris Kamphaus joined IT in 2021 with a seasoned background in corporate accounting and finance. He earned two degrees from Rhodes College, a Bachelor of Arts in Economics & Business Administration in 2007 as well as an MSA in Accounting in 2008. Chris holds a critical leadership position at IT as the Director of Business Operations. He is responsible for streamlining all office operations: including payroll, human resources, billing, accounts payable, as well as audit and corporate oversight. Chris will be instrumental to the organization’s aspirations of modernization and growth. Additionally, Chris participates in executive functions, assisting the engineering and marketing departments with proposals and financial project management. Chris has two young daughters and enjoys spending family time outdoors or biking trails with his Vizsla, Riley. He also played college golf and has a fascination with the Tour de France!
Rhonda Parker - Contract & Billing Manager
Rhonda joined IT in 2012. Coming from the wireless communication sector, she brought numerous years of valuable client and project management experience to the team.
After mastering the company’s administrative and payroll processes, Rhonda moved into Contract Administration and now serves as the Contract & Billing Manager. Rhonda manages contract funding levels to ensure the continuity of operations, reallocations, funding and staffing transfers along with the invoicing of all government contracts. She plays an integral role in keeping the business running smoothly and tracking revenue.
Maria Brooks - HR Manager, SHRM-CP
Maria Brooks joined IT in 2021, bringing over 15 years of business administration and management experience. In the past 2 years, Maria has focused her career on Human Resource management, carrying HR functions: such as recruiting, on-boarding, payroll processing, benefit administration, performance management, employee relations, off-boarding, and HR administrative support. In her current role, Maria manages and oversees the administration of compensation and payroll, HR policies and procedures, and employee benefits, providing support to each of every IT employee. She is a detail-oriented and empathetic professional who is looking to create the greatest employee experience for all and playing an integral role in the success of Infrastructure Technologies.
Maria received her Bachelor of Art degree in English Literature and Linguistics from Central China Normal University in 1990. She resides in Westminster area with her husband Rob and their dog Bandit. Maria is an avid interior decorator and gardener.
Caitlin Martin - Office Manager
Caitlin officially joined IT in 2019 on a seasonal basis to assist with payroll, accounting, and HR. Her role continued to develop to include office management, information systems, Microsoft administration, web building, and marketing. In addition to her role at IT, Caitlin is also a public high school mathematics educator. She brings a unique array of skills from a diverse professional background in both business and education. Her technology expertise has helped to modernize IT's processes to increase productivity and sustainability, including transitioning company operations to the cloud. She is a highly organized and dedicated employee who is always willing to jump in and help when needed. Caitlin received her Bachelor of Science in Business Administration from Stevenson University in 2017, graduating Summa Cum Laude, where she also received her masters degree in Education in 2019. Outside of work, she is an avid equestrian, snowboarder, cat foster parent, baker, and is passionate about art and progressive education.
