Patricia L. Martin, P. E., President and Founder
A certified woman-owned business owner, Ms. Martin earned her Bachelors Degree in Civil Engineering in 1988 while attending the University of Maryland in College Park, Maryland. In 2002, she became a Maryland Licensed Professional Engineer with a strong desire of starting her own company. She has worked in the civil engineering and heavy highway contracting business in the Maryland, Delaware, District of Columbia, and Northern Virginia region for over 20 years. Her most notable projects for The State of Maryland include: the Intercounty Connector and the I-95 Express Toll Lanes. Ms. Martin serves on the ACEC Construction Services and Small Business Subcommittees and is an Associate Member of ASCE.
David J. Kraig, P.E., Constructability Division Manager
Mr. Kraig received his Bachelors Degree in Civil Engineering Technology at Southeastern Massachusetts/University of Massachusetts at Dartmouth in 1977. He has been a Project Manager and Superintendent with over 30 years experience in heavy highway construction. His primary areas of expertise are Interstate highway & bridge construction, subway construction, dam and tunnel construction, power plant construction, as well as related structure and utility work. Mr. Kraig’s extensive project experience includes, Woodrow Wilson Bridge MD 210 Interchange, Urban Deck and Virginia Approach contracts as well as other construction projects like the Hampstead Bypass Design Build, I-495/Georgia Avenue reconstruction, I-83 Jones Falls Expressway Reconstruction, The Baltimore Fort McHenry Tunnel and Subway System, Miami Metro Rail System, and The Tulsa Waste To Energy Facility. His most recent construction management experience ;on MDOT projects include The Intercounty Connector, MD Route 5 Branch Avenue Metro Access Road, MD Route 4 Suitland Parkway Interchange, MD 140 Taneytown Reconstruction, MD 97 Randolph Road Interchange and the US 40 Bridge over the Patapsco River.
Jacques Mauche, Construction Manager
Mr. Mauche earned his Bachelors Degree in Civil Engineering at the University of Dayton in 1974. As a Project Manager and Superintendent with over 30 years experience in heavy highway construction, his Primary areas of expertise are in interstate highway & bridge construction, hydroelectric projects, mass excavations for industrial sites and earthen dams as well as related structures work. He is involved in numerous multi-phase reconstruction highway projects requiring extensive planning and design for the movement of traffic and phasing of the work activities. His most recent construction management experience is with the Maryland Department of Transportation (MDOT) and a Value Engineering Study for the New York Department of Transportation for 79th Street in Manhattan, New York. Mr. Mauche’s projects for the Maryland Transportation Authority (MdTA) include I-70/I-85 MD 355 Interchange, The Intercounty Connector, I-95 Express Toll Lanes. Construction experience includes Rowe Boulevard Bridges in Annapolis, I-83 Reconstruction in Baltimore, and MD 32 Fly Over at NSA, Fort Meade Military Base.
Joshua Rice, Project Manager
Mr. Rice started in the heavy civil construction industry in 2002 while working towards a degree in Construction Management. He has been an Estimator, Project Engineer and Project Manager and has worked on a variety of highway, bridge, marine and utility projects in the Maryland, Delaware and Northern Virginia region. Mr. Rice’s has gained extensive construction management experience with the Maryland Department of Transportation supporting the ICC Construction Management team for the $2.6 Billion Intercounty Connector project in Montgomery County, Maryland. Mr. Rice has diverse construction experience which includes projects such as the Re-alignment and Reconstruction of I-83 near downtown Baltimore, Phase II of the Rehoboth Avenue Streetscape in Rehoboth Delaware, The replacement of the Churchman’s Road Bridge over I-95 in Delaware, the MD 90 Pier Strut Retrofit project in Ocean City, MD, Improvements to the Lower Moores Run Sewer Interceptor, I-95 Express Toll Lanes and the Removal and Reconstruction of the Annapolis City Dock and Boardwalk. Mr. Rice specializes in project scheduling, claims review and analysis, and construction change management.
